That’s a very touchy topic. And while I believe it comes down to the situation and circumstances… Ultimately, rape is rape. No if’s, and’s, or but’s about it.
But at the same time, it begs the question of: if there were two consenting partners, and the next day one of the partners regretted their decision to have sex with that person, would they be in their right to call it rape? Personally, I don’t think so. Because there was consent involved.
If there were intoxicating substances involved, coercion, or other factors involved, that would lean towards the “yes, it was rape, because at least one of the parties involved could not give sober and enthusiastic consent” stance.

That means: petty games, caring too much about social standing, being extremely emotionally immature, irresponsibility, no self-awareness, and so on.
Basically, someone who is grossly inadequate to be considered a functioning, mature individual.
